This guy should have been arrested for being a dumbass - besides that, he broke the law by smoking - if it had been anyone but a diplomat they probably would have at least spent the night in jail.

the fate of an Ingushetian teacher missing since 2003 after the European
Court of Human Rights found the country’s authorities responsible for
