I’m pretty certain that computer support companies which have the ability to take over your computer via remote access also have access to any webcam, but intentionally looking into someone’s home to monitor behavior is a whole new ballgame.

To me, the money quote in this article was the part about how the school administrator used a photograph of whatever activity was going on as evidence to presumably discipline the kid for something he was doing at home.

It’s insane.

I am not even worried about computer support companies. If it can be done the government will do it. It is not a matter of "should" or "if" anything. It will be done for National Security or Law Enforcement or the Census or Obesity Prevention or whatever they tell themselves is a reason but they will do it. The reason is irrelevant and they won't tell anyone about it until it is forced out in a court case then they will be required to get warrants which will be secret and only an excuse to legigimize the practice. We can't prevent the government from using the technology, we can only put off the time that they can use their "findings" against us directly.
