  That points directly toward Fatah, which has a decent amount of diplomatic and espionage infrastructure in Europe.
  
  The French would neither take the chance at this juncture, nor would they send a team larger than three, and they'd arrive separately. The Israelis also could have gotten this favor from the German government during the talks last month, though I doubt this. IMHO of course. Thanks ricks_place.
