This passage sounds like a convenient capitulation to the Roman imperial state. Didn’t we do away with the idea of divine authority during the American revolution? Was rebelling against the British empire a sin?

Remember that alot of what we read in The King James Bible(the Version that I use and recommend) was written with the slant of the devine right of Kings. If you really want to read what VERY learned Biblical Scholers had to say in the 15th and 16th century check out The Geneva Bible(1599) and look at the marginal notes.
