The idea came to me after our last hurricane, when the police did not respond in a timely maner. We had shady people coming through my 'hood looking for items to steal. My thought was to block off certain streets so as to make ingress/egress a hassle. With only a few choke points it would be easier to see who comes and goes. Of course it would require buy-in from most of my neighbors, but after the first few rapes/murders they should get on board.

Not true. I am a railroad brat. Both my dad and brother worked for Southern Pacific.
My brother worked in the Roseville yard. The military often had hardware shipped by train. Covered in tarps on flatbeds with 3 or 4 armed Marine Guards. The guys in the yard were not allowed to come within 100-200 feet of the cars either.
One time my brother got a little too close. He worked with the yard master checking the line up of the cars. The Marine told my brother to back off!!! Not too kindly either.
This silly article really does bring to mind a bunch of breathless threades from way back in '99 and '00 -- fer sherrrr we were going to be invaded by UN troops invited here by Bill Clinton to keep him from having to leave office, or some such twaddle.... They had pics of large groups of vehicles to prove it!
