$53 mil since ‘94 is about $4 mil a year. I don’t know what the timeframe is for $8 bil, but figure they want it between now and 2012... so that is $2 bil per year. How does an organization manage to jump 500 fold from one year to the next? Say they have one prostitution tax advisor in each major city of the US, would they promote each one to a supervisor position and each would hire 500 more prostitution tax advisors?
