Sorry to come in late on this, but if you still want information on this here is an article from 1988 when it happened. Biden had a brain aneurysm, a condition where a blood vessel in the brain balloons out and the weakened wall ruptures.
There a few things that could cause damage - the blood creates "mass effect" pushing on the brain in the closed space of the skull, and causes severe damage or death, or the hemorrhage can cause other blood vessels in the brain to spasm, decreasing oxygen to portions of the brain. Finally, there can be problems during the surgery which damage portions of the brain. As far as I can tell from the various articles (both from 2008 and the 1988 ones) the surgeon was able to put a vascular clip on the aneurysm and the brain wasn't damaged.

The birth announcement doesn't state where Obama was born only that he was. People make the assumption that since the announcement was printed in Hawaiian newspapers, Obama was born in Hawaii. That may not be the case.

In a move certain to fuel the debate over Obama's qualifications for the presidency, the group "Americans for Freedom of Information" has released copies of President Obama's college transcripts from Occidental College.
Released today, the transcript indicates that Obama, under the name Barry Soetoro, received financial aid as a foreign student from Indonesia as an undergraduate at the school. The transcript was released by Occidental College in compliance with a court order in a suit brought by the group in the Superior Court of California.
The transcript shows that Obama (Soetoro) applied for financial aid and was awarded a fellowship for foreign students from the Fulbright Foundation Scholarship program.
To qualify, for the scholarship, a student must claim foreign citizenship.
