This is stupid, it assumes that we are dealing with a fixed resource (something that is almost never true). As with anything which is created by human initiative, increased demand (expressed through money) will result in increased supply (through increased effort to access that money).

In any free society, people will pay for what they themselves value, and it's nobody else's business how much they choose to buy.

The stupidest thing about this is that there is actually an inverse effect. The more demand exists for a creative product or service, the more that the creation and delivery of the product or service will become efficient. In other words, it will become cheaper (like LCD TVs), and more people will be able to afford it.

People who advocate this kind of rationing are purely evil. They make critical resources less available to everyone.
