He cannot produce a believable fake because he has unknowns that will undo him ... namely the serial number must fit exactly in sequence for the date of birth (he will have to guess on that) and once released an inquiry to the state of Hawaii for that number document will come up with another name or it will be invalid / does not exist.
Also the supporting documents on his mothers hospital stay will have to be believably faked too ... she is dead and has NO RIGHT TO SECRECY on her medical records... this is too much to ask for unless there is massive co-operation.
