As I under stand it, industry emits carbons. A standard is set. If you emit more and some one emits less, you can buy credits so the two of you do not exceed the maximum emissions. And vice versa if you emit less.

Sounds simple, huh?

The rub is that the emissions level is set so low that you can not meet the standard with out paying some one for your excessive emissions. In essence - a tax.

Another rub is that it doesnt clean up a damned thing. It just taxes you for being dirty. A tax that will be stolen mostly by the third party that runs the scam.
