I dont know why they cant develop a caseless cartridge.

THey have tried lots of times, the problem is always the same: HEAT. The brass shell doesn't just hold the powder, it also takes away a lot of the excess heat. WIthout it, a firearm gets super hot rapidly.

A fact immediately apparent to anyone who catches a casing freshly-ejected from a semi-auto weapon, inside their shirt.
