Actually, Steele did use the words, but he used them separately while being interrupted and talked over.

So what if the Rush is “incendiary?” So what if some of what he says is “ugly?”

Someone needs to light a fire under the Republican Party and tell the world the ugly truth. It’s a shame Steele gave these people the opportunity to embarrass him and that Steel didn’t shout them down and say my second sentence above.

No, no, no. Steele did not use the words “incendiary” and “ugly” in a manner that would justify Rush’s remarks. He used those adj’s to demean and malign Rush. Watch the interview again. Steele was impugning Limbaugh’s speech.
