The fact that the agency dispensing the funds is the Bureau of Population, Refugees, and Migration of the Department of State is irrelevant. We're supplying food, not moving anyone.
I hope you are right. The authority used (Title 22) clearly allows for relocation though. I’m curious as to why that specific rule would be highlighted by the Order to allocate these funds if this is going to remain the status quo.
