There is nothing in http://frwebgate6.access.gpo.gov/cgi-bin/TEXTgate.cgi?WAISdocID=193185406431+0+1+0&WAISaction=retrieve that indicates that refugees will be relocated to other countries. It looks like the author of the posted article is jumping to conclusions. There are 25-30 refugee camps within Gaza and the West Bank. This money is probably meant for use there.

This allows for relocation to US soil. It has been done before. It also prevents them, if successful, from ever being forced to return. A portion of the authority used here.

I read this as they are coming FROM Gaza, not going to Gaza - “...related to humanitarian needs of Palestinian refugees and conflict victims in Gaza.” Two groups of people as migrators — Gaza conflict victims and Palastinian refugees.
