Not going to pass

Constitutional amendments are proposed all the time in the Congress. They are assigned to the Judiciary Committee of the proposer's House of Congress and then assigned to a subcommittee. These proposals never come close to getting a floor vote. There's no need to be concerned about this, unless a Judiciary Committee vote is scheduled.

Then it would take at least a 2/3 vote to get it passed..

If Congress passes it, it still has to get through the states. If and when that happens, Obama will be long gone. Plenty of time to derail it.
