Ummm..., the easiest answer to that one is because he’s not required to... (no matter what a lot of posters are *demanding* that he do).
If you don’t have the requirements for *specific documentation* written explicitly into law, then it turns out it’s up to the judgement of the various Secretaries of State as to whether the requirements are met. That’s what is happening.
I really don’t know why people are not “getting it”...
And that’s why we need the state laws making the documentation *very explicit* — and that will solve the problem.
