Sorry, mnehrling - I can’t read legal documents and have the slightest grasp of their import. Could you explain in simple language - maybe “SCOTUS-speak for Dummies”?

And what is denied by Souter that is in them? Or is it something else?

(Sorry I am asking - this matter interests me greatly but I am dumm.)
