A state could presumably remove them but there is no mechanism to replace them since state laws have them elected by the popular vote.

Go to the site that I posted. Some of them are replaced. Most are drummed out of the party. They won't ruin their careers.

No matter what states laws say these have never been tested in a real crisis. I can only imagine the chaos which would erupt.
