If memory serves, change in Gitmo’s ownership status requires a dual agreement between the US and Cuba. Can the President unilaterally make that decision? Or does Congress have to agree? Not that that really means anything, Hussein does what he wants and the spineless jellyfish that is the GOP controlled congress, just lets him do what he wants..
