I can see Baraq's dilemma. If it were the media calling for a birth certificate, he could just have someone with some expertise forge one. His media lapdogs wouldn't challenge the certificate even if it were done in crayon. However, since a judge has asked this, a forgery would open up Baraq to an obstruction of justice charge.
