If Ann was living in HI with her parents in 1960 she would NOT have qualified for either medicaid or food stamps. When she went to UH she was an out of state student and her parents would have had to pay exorbitant fees.Once she returned and moved into the apt on Alexnder St rented in her parents’ name she could have scammed the system.
In B.C. socialized medicine was in effect by the late 1940’s and Ann qualified for in state tuition as well.
