In 1961 that may well have been the case but it's suspect since most of the property owners then, as now, were Haoles, Chinese or AJAs. There were plantation camps on Oahu, Maui and the Big Island at that time and up up to the '90s, so maybe rentals in those properties were denied to more upscale folks seeking cheap rentals. That's just a guess.
In 2008, there are rental and lease ads run in the papers that state 'No County'; i.e, no county assistance renters. Plenty of reasons for this though.

Times have definitely changed since the 60’s and I can well imagine the reasons for not renting nowadays to those on Assistance!
It is incredible that aside from Rep Neil Abercrombie none of Sr’s friends remembers Ann.
No neighbors have come forward, no pictures are available of the baby, the only mention of the baby is a friend from Mercer Island.The first pictures shown are of a toddler. No doctors or nurses have come forward. Only two teachers have mentioned the student Obama in Hawaii, no co-workers have come forward from his part-time job at Baskin-Robbins, his boss at that store hasn’t come forward, are so many in Hawaii afraid of retribution?
