If he was born 1961, why would he only hold citizenship at 1963?

Jomo Kenyatta led Kenya to independence in December 1963.

IIRC before that, it was Rhodesia.

Obama Snr worked for the Kenyetta Government. Useful comment or not, I don't know...

Kenya was part of British East Africa. Rhodesia became Zimbabwe.
