"Natural born" simply means he was a citizen from his birth ~ usually on account of his mother's or father's citizenship, and where the birth happened. Several posters have referred to the "law at the time he was born" noting that the law was later changed in the 1970s. It's noteworthy that when the law was changed, it served to clarify the status of all born in similar circumstances who were still living.
This happens all the time ~ the old law is repealed and is no longer in effect, and the new law takes over AND it affects everyone alive!
