Here is the difference that everybody knows; in Tibet it is approved that Tibetans are tortured in prison. In Iraq our soldiers were arrested and prosecuted and are now in jail. It is also a little different that PLA soldiers beat nuns and monks and shock them with electricity on their private parts. The terrorists in Iraq had panties put on their heads.
