The voters sent the delegates there knowing that candidates are eliminated from later ballots if they fail a threshold, and that those delegates would then have to choose someone else. There is at least the possibility in the voter’s minds that their delegates might vote for a second choice on a later ballot.
Further, you haven’t established that delegates are BOUND to support their stated candidate if he is still available or at any other time.

Then the voters are superfluous and their time is being wasted in voting for electors.
The state just needs to appoint electors who will vote for whom they wish and stop wasting the voters time.
