Quick question on the changeable, unchangeable characteristics of an issue... Do you mean the likelihood that the response could be undone by future presidents/administrations in total or just the succeeding administration?
Either, really. For example if Gay marriage is enacted what is the liklihood tht it would ever be repealed by any president?
