Unless there is substance in the announcement, it is relatively meaningless.
It would be substantive for him to say "I will order the Justice Department to follow the letter of the law regarding The Federal Immigration and Nationality Act".

It would be substantive for him to say "I will order the Justice Department to follow the letter of the law regarding The Federal Immigration and Nationality Act". That's what the plan pretty much does, along with adding a few additional measures/funding to help with enforcement.
