I think they’re both jerks. While it’s a shame that officers have to endure lip from jerks like this, the officer’s response was understandable but he went too far in suggesting he could make up charges if he wanted to.
I don’t feel sorry for the driver obviously looking to set up the cop and I don’t feel sorry for the cop either but I do understand an officers frustration when having to deal with jerks like this. It is suspicious that he was parked in the lot yet not a commuter with a scanner and camera running.

Such a threat is not "going to far". Such a threat will not be on a good cop's scale of escalating conflict. That a cop was willing to make such a threat at all, no matter what the circumstances, proves that he is not a good cop.
