No he was not.

He certainly was more incompetent than portrayed. Merely naysaying the premise is not an argument. You need better information. If you think the cut scene was unnecessary, that's great, but the writer of the film thought it was necessary to put it in there in the first place, and I'll stick with him.

Your premise is what, the version shown in the U.S. was the most effective form the film could possibly taken? Ridiculous.

Have you seen the scenes in their uncut form?

My position is completely clear. This work AS SHOWN was a devastating indictment of the Clinton administration, the CIA and the FBI and the political correctness which controlled that period.

Could it have been better? sure. Was it substantially weakened by cuts? Not at all. A scene about Mogadishu would have been an important addition but nothing of anything other than rhetorical value was removed.
