A Cat 4 is a Cat 4- a steel frame might stay together (if it stays attached to the foundation), but that roof is prolly going for a flight, even with hurricane straps! Block or monolithic concrete might be better, but again, that roof is the weak link.
The market always adjusts to the realities. Right now, there are plenty of roofing companies that have moved to Charlotte because of Charlie, and to the panhandle because of last year's season. More are starting every day. If the illegals weren't here, more Americans would be hired.
The pro-illegal crowd likes to point to the presently skewed market and say "could you imagine if things were different! Look at all these illegals- how would we ever get anything done without them!" That's awful logic. SOMEONE would be doing it! The market would just be structured differently. So what?
The demands of the market would be different, and the supply would be different. Everything would be fine without these people. It always was before, and it always will be. The free market works every time.
AI Domes, in Florida, has all the business it can handle. Their roofs stay on ~ I suspect they'd be useful in Indiana also (surviving tornados).
