I fear that such an assessment depends on how long the crisis lasts (ie. how long are the masses of people without services), and how well they are personally and individually prepared. If the former extends beyond the latter by any appreciable amount of time, then there will be the danger of looting, theft, and violence.
Well, yes, agreed, every man (or woman) has his limits. If something went on for months, there would be some stealing no doubt. I doubt rapes and murders, even after just two measly days, such as ocurred in the Anarchydome. But the Kanto Earthquake, the Kobe Earthquake, absolutely devastating atomic attacks on Hiroshima, Nagasaki, fire bombing of Tokyo, Hokkaido disasters, I could go on and on, have showed time and again Japan is a country of minimal complaints, low tolerance for social chaos (i.e. looting), low entitlement mentality, and amazing resilience with a forward looking, responsible, positive "yaruki" attitude by and large by the society, in the face of unimagineable destruction.
