MSNBC Analyst blames city for Superdome, Convention Center debacles

When asked where the blame should begin for the rescue/relief problems in New Orleans, MSNBC analyst Don Goure made the point that it was the city that directed people to go the Superdome and to the convention center.

city buses on Sunday to take the
people OUT OF THE STATE, (as
individuals did on their own), instead
of dropping them at the Superdome.

I agree it wasn't a Red Cross operation - the RC director clearly said they were holding their people out of the area "so as not to be in the way. (I remember Larry King's face when the director said that.)
But I am positive it was national guard troops in charge - I think the National Guard is under federal control but maybe I am wrong.

It is clear that the locals are ready to lynch the mayor on site--and they know more about the situation than we do.
But the governor is such a total clown that I am convinced she was a critical element of the failed pre-storm evacuation. The National Guard should have been joined with the local police in a joint effort to move people out of the bowl. They could have separate buses for people who resisted evacuation and needed to be cuffed to put on buses or boats.
