My understanding is that Able Danger was a high powered data mining operation, of information available to the public.
Once Able Danger identified the information, how hard would it have been to attribute locating the information from a random public citizen who just happened to stumble on the data by a random internet search? Then this random citizen could have made a report to the FBI for follow-up.
