I'd have to review the tape & how soon the flashlights appeared after fire started. Also, did the Fire Department attempt an interior attack? If so, maybe it was their flashlights. While it may seem that it was arsonsist fleeing, the FF's could have been retreating if the order to abandon th interior attack was given. time line would be critical here, along with transcripts of fire/police radio transmissions.
