Yup something like that. My friend once sent me some dried anchos and guajillos and stuff with a bunch of junk and the seeds packets were in there. Mexican food stuff - mexican knor chicken stock and packets of sabor. - then customs never bothers to check really.
I got only 2 packets of ancho left and no more guajillos or sabor.
