RIYADH, Oct 26 (Reuters) - The Saudi government has stepped up surveillance of charities amid fears that some of the big cash donations made to them during the holy month of Ramadan are being channelled to militant groups like al Qaeda.
Saudis give millions for poor Muslims in Ramadan, but under new measures money is being controlled by the security forces to stop it falling into the hands of al-Qaeda linked militants who have been fighting to topple the Saudi monarchy since May 2003.
Saudis must now donate money for the needy -- called "zakat" -- via the monitored bank accounts of charities registered with the ministry of social affairs, and must get receipts.
The government has also imposed a strict ban on dropping cash into boxes at doors of mosques and shopping centres, narrowing the chances of any finding its way to militants.
"Unfortunately some charities misused the donations and they were involved in terrorism so the new measures are very positive to block such leaks," Ahmed Besaudi from the al-Birr Islamic Foundation, a registered charity, told Reuters.
The government said this month it had appointed a committee of accountants to audit the financial reports of the 299 registered charities which receive the donations, to control the funds as part of its crackdown on militants.
Authorities also said they would dissolve the country's most prominent charity, the Al-Haramain Islamic Foundation, which the United States has accused of funding terrorism.
The decision came eight months after the kingdom announced it was establishing a single aid agency to replace groups like Al-Haramain and end suspicions over Saudi donations.
Since the September 11, 2001 attacks on U.S. cities, carried out mainly by Saudi nationals, U.S. officials have put increasing pressure on several Saudi charities.

ABCNEWS HOLDS TERROR WARNING TAPE

In the last week before the election, ABCNEWS is holding on a videotaped message from a purported al Qaeda terrorist warning of a new attack on America, the DRUDGE REPORT has learned.
The terrorist claims on tape the next attack will dwarf 9/11. "The streets will run with blood," and "America will mourn in silence" because they will be unable to count the number of the dead. Further claims: America has brought this on itself for electing George Bush who has made war on Islam by destroying the Taliban and making war on Al Qaeda.
ABCNEWS strongly denies holding the tape back from broadcast over political concerns during the last days of the election.
The CIA is analyzing the tape, a top federal source tells the DRUDGE REPORT.
ABCNEWS obtained the tape from a source in Waziristan, Pakistan over the weekend, sources tells DRUDGE.
"We have been working 24 hours a day trying to authenticate [the tape]," a senior ABCNEWS source said Wednesday morning.
The terrorist's face is concealed by a head dress, and speaks in an American accent, making it difficult to identify the individual, but US intelligence officials believe that man may be Adam Gadhan - aka Adam Pearlman - a southern California native who was highlighted by the FBI in May as an individual most likely to be involved in or have knowledge of the next al Qaeda attacks.
According to the FBI, Gadahn, 25, attended al-Qaida training camps and served as an al-Qaida translator.
The disturbing tape runs an hour -- the man simply identifies himself as 'Assam the American.'

I have not had a chance to read much of the Drudge thread but this is what I have gathered here and there:
It was made for an American audience, if you will, rather than a ME audience. i.e., it's in English rather than arabic, was released to a major American media outlet (ABC) rather than the usual al-jezerra (sp).
The outfit that made the video (I forget the name) is the same outfit that has made all the other Al-Q videos, whether they be jihad training videos, threat videos, etc.
As far as they are saying it seems that it is an American al-queda member on the video who is a known al-q translator.
The tape came from an area of Pakistan where there was, allegedly, a recent OBL sighting. That area of Pakistan, I believe, is the one referred to as the "frontier" which is know to be controlled by terrorists who can come and go as they please and is known to be a hot bed for weapons transfers.
I firmly believe there are an enormous amount of ME terrorist cells in the U.S. and have been for a while. Television talking heads keep saying "we have the terrorists on the run", etc. and yes we do,to an extent, outside of the U.S. I'm also confident that within the U.S. there have been alot of attacks and plots that have fortunately been thwarted. But, we will be hit again. When, I don't know. Wouldn't surprise me if it was tomorrow or months from now.
Some of the things the terrorists have going for them:
A lot of people funding them, supporting them and willing to die for their "cause".
A fully entrenched "army" of people and cells within our borders that are already fully prepared to carry out their plans.
Enormous patience. Something our western mind-set does not grasp, or at least the sheeple don't grasp.
Sorry to rattle on. This one does have my "meter" up.
Good Observations definately not ranting. It has me a little rattled too.
