I am not an expert on dozers, but it does seem strange that no one in the town of Granby, which is rural, knew anything about smothering a diesel engine. The air intake on most "Cats" is up out of the dust and dirt and thus easy to get to. I learned at a very early age the best way to stop a run away diesel was to take away the air supply. It seems like if nothing else, get a fire hose aimed directly up through the air intake of the pre-cleaner. But then again, maybe the local LEO wanted to try out their new toys and this was the opportunity.

I don't know anything about dozers either except that this guy built a tank! Reports say that he even greased the steel plates to prevent people from being able to climb on top of it.

I think this guy was way to thorough to leave a detail like the air intake open to being corked or flooded. Easy enough to put it inside of his cab. Ditto on masking the exhaust. I think the probably welded himself in after closing the hatch.
