Not really. The Spanish had functioning cities in several colonies much earlier than that. Only a single generation was required for them to get going. The lure of free land, slaves, and mineral wealth was pretty much overwhelming. It wasn't until 1607 that the Jamestown colony got started, and that may be the 100-year gap you're thinking of; but England was a laggard in that game.
