As early as 110 AD, the Church Fathers talked about Peter in Rome. It was widely believed and accepted that both Peter and Paul were martyred in Rome.

That Peter was the first leader of the Church in Jerusalem is a
fact of history for which there is no debate. The claim that
Peter served as bishop of the Church at Rome has no
historical validity.
