I believe that the keys represent authority. In ancient times, keys were the hallmark of authority. Peter was given the keys, not the apostles as a whole, but Peter himself. Jesus also told Peter after His resurrection to "Feed my sheep". He didn't give that command to all the apostles, just to Peter, as the head of the apostles.
