How much more money do we need to spend for drugs to be unavailable? Obviously the current bloated bureaucracy isn't enough. Should we double our current WoD budget? Quadruple it? Keep in mind the Law of Increasing Costs/Decreasing Marginal Utility.

Your sister also wouldn't have had the problem if she took responsibility for herself and her life. That wouldn't cost the taxpayers anything.
