They rejected the proposal for inclusion before the voters due to a a technical mistake made in the wording of the proposal itself. Yes.
It had nothing to do with what the proposal itself was about, unless you can prove otherwise.

You were implyin that the judges had a different reason for doing it. So either I misunderstood, or you are reversing yourself.
