But I don't know that his comment was so stupid. It makes sense to me. As people age, all the thin, delicate skin regions tend to stretch and sag(for some, but not all people).

Another example would be the eyelids and skin around the eyes. On many elderly people, this skin becomes very stretched and sags quite a bit. Some choose surgery to remove the excess skin. It makes sense to me that the thin delicate skin on the male organ would undergo a similar stretching. Especially the foreskin.
