Getting ahead of a narrative to cut off/lessen a possible narrative from being played out.
By breaching the topic in public it now becomes part of the fabric of the conversation.
Also, by focusing on it as an option of the opposition it looses the power such an option gave them.
The media is being played and they don't know it.
