Homogeneous countries don't have as much internal strife as do diverse countries.
The more diverse a population, the more competition for resources, the more words and customs that offend one group or another, and the more conflict. Thus, the more the government feels compelled to ban speech and customs that offend.
While (southern) Ireland was almost exclusively white, ethically Irish Catholic, people mostly agreed on most things. No longer.
The Irish had enough trouble getting along when it was only Catholic and Protestant. But with the influx of migrants...
