What’s “holding up the decision” is, they are waiting in vain for an invitation. You don’t just go walk in on another government head of state uninvited. And with Biden’s sucking up to Iran, and personally insulting the Saudi royals, his invitation will arrive in the mail sometime after the next snowfall in Mecca.
