An offender is handcuffed for the protection of the arresting officer,it is drummed into all LEO’s.It is standard operating procedure.
In addition the perpetrator was armed,what was she supposed to do?

"I agree there was no need to handcuff him." The guy had just been arrested for driving 120 Miles and hour and he was most likely going to lose his job, he was in uniform and was no doubt armed.
I would've handcuffed him just to make sure I stayed alive
