In most counties public records are bound at the end of each year with both the date and the consecutive volume number added on both the front and the spine of the book. If you are clerking for legal purposes you state: date and the. volume, page, paragraph (if applicable )and then state year on book
Same is true for all material that is recorded and kept at court house. Real estate/ deeds. Legal cases/ divorce Birth - marriage and death records
All beautifully bound in leather pages and paragraphs are numbered Aa the page is compiled

In the Honolulu Dept of Health one can view their abbreviated version of “Index Books”, which are available to the general public. All of the ones that my associate handled had the year range in the header, twice, on every page. The Birth, Death, Marriage by Bride, Marriage by Groom, ALL had the date range on every page. Every book EXCEPT the one containing obamas entry.

And just to be on record again - I personally did not travel to HI, (I really hate flying) I funded two separate trips, four months apart, for well trusted associates to travel there and collect data for me. Various recording devices went along with them so that I could document their experiences.
