What I meant was that Fuddy would know about the registration or lack of registration for births or adoptions in the leper colony. She would also perhaps know about how birth certificates may or may not have been provided for those kids when they were adopted. She could have learned about this from her stepmother and then later through working in the HDOH herself. As the mayor of that quasi-county and head of the HDOH, what strings wouldn’t she be able to pull? She would also perhaps know that the HDOH created late birth certificates or entirely new ones for these children, later in their lives when they needed identification (if they did). What I’m saying is that it’s a “system” that would be easy to misuse in order to get documents for someone who needed them, especially if you’re the right person in the right job at the right time.
